To register for a Google Developer account specifically for publishing apps on the Google Play Store, here's the condensed process up to the point before you can upload an application:

  1. Google Account: Have a Google Account ready. If you don't have one, create it at https://accounts.google.com/SignUp.

  2. Visit Google Play Console: Navigate to https://play.google.com/console and sign in with your Google Account.

  3. Accept Developer Agreement: Agree to the Google Play Developer Distribution Agreement to proceed.

  4. Pay Registration Fee: Pay a one-time registration fee of $25 USD (or the equivalent in your local currency). This fee is required to set up your developer account and is payable via credit or debit card.

After completing these steps, you'll have a Google Developer account that allows you to access the Google Play Console, where you can manage and publish your Android apps. Note that it might take some time for Google to process and approve your registration.

It's better to use the email created for this exact purpose. So if you don't have one, create on Google.

Visit https://play.google.com/console/signup choose the account type Organization and proceed.
